长江三角洲地区“十三五”土地整治战略思考

The strategy of land consolidation in Yangtze River Delta region during the thirteenth five-year period

长江三角洲地区作为全国经济最发达的地区之一,土地整治正处于前所未有的战略机遇期,也面临着诸多严峻的矛盾与风险隐患,亟需区域土地整治战略的指引。本研究立足长三角区域土地利用特点及经济发展趋势,基于"十二五"土地整治特征总结,及土地整治内在优势和劣势、外在机遇和挑战四个方面的战略背景分析,提出了"十三五"期间土地整治的五大战略方向转变和四个战略任务,并进行了战略实施保障机制设计,为提高长三角地区土地整治的前瞻性、引领性、针对性和科学性奠定战略导向支撑。

At present,there are unprecedented strategic opportunities for the Yangtze River Delta land consolidation.However,it is also facing many serious conflicts and potential risks,which need to be resolved using strategic guidelines from the Yangtze land consolidation.Based on the summary of the land consolidation features during the twelfth five-year period,this paper has analyzed the strengths,weaknesses,opportunities and challenges of the Yangtze River Delta land consolidation,and suggested five changes in the strategy and four strategic tasks of land consolidation at the regional level for the thirteenth five-year period.It has also designed a mechanism for the safeguarding of the land consolidation strategy,which provides strategic support for better perspective,leadership,relevance,and a scientific basis for land consolidation in Yangtze River Delta region.
