从动机和激励的角度,良好的医疗服务需求管理必然要求形成参保者/支付者、支付者/供方两个重要的激励关系。在城乡居民医保制度整合背景下,建议以医改契机推进两个激励机制的形成和运行,建立医疗服务需求管理机制,从而提升基本医疗保险运行的效率。

From the perspective of motivation and incentive, it is essential for good management for medical services demand to develop two important incentive relationships of insurance/payment and payment/supplier. Under the background of integration of urban and rural residents medical insurance system, this paper proposes to promote the formation and operation of two incentive mechanisms and establish management mechanism of medical service demand, so as to enhance the efficiency of the basic medical insurance operation.
