产业转移企业参与农村治理的效果及其路径构建

The effect and path construction of industry transfer enterprises participating in rural governance

2008年,广东正式实施的"双转移"战略使得粤北和东西两翼农村治理日趋复杂。对佛山禅城(清新)、佛山顺德(英德)与河源东源(深圳盐城)等产业转移工业园进行的调查表明,转移企业已成为推动农村治理的重要力量。以政府为主导、以员工(村民)为媒介,将先进的治理理念及社会责任与技能运用于农村经济、政治、社会事务,是产业转移企业参与农村治理的适宜路径。

Implemented in 2008,the double transfer strategy has made the rural community governance of the north mountainous area and the eastern and western wings of Guangdong Province increasingly complicated.Investigations in industrial transfer parks,such as Foshan Chancheng（Qingxin）,Foshan Shunde（Yingde）and Heyuan Dongyuan（Yancheng Shenzhen）,shows that the industry transfer enterprises have become an important force in promoting rural governance.The suitable path for industrial transfer enterprises to participate in the rural governance should be government-led and take employees（villagers）as a medium,while their advanced management concept and social responsibilities are applied to rural economic,political and social affairs.
