村务监督委员会的监督功能及其完善措施

Supervision Functions of Village Affairs Supervision Committee and Its Perfecting Measures

村务监督委员会是由原来的村级财务监督小组或者村民理财小组发展起来的,由原先侧重于对村级财务的监督进而上升到对村级公共事务的全面监督。村务监督委员会通常在乡镇党委、政府、纪委的指导和村党组织的领导下,行使监督工作职能,对村民(代表)会议负责并报告工作。村务监督委员会的建立,有利于丰富村级公共事务监督体系,激发村民民主监督的意识,吸纳村庄精英参与民主监督。历史传统和现实状况等诸多因素制约着村务监督委员会功能的正常发挥,因此需要从健全村务监督制度、积极引导村民参与民主监督实践和提高村务监督人员监督能力等方面予以完善。

Village affairs supervision committee develops from the original village-level financial supervision team or villagers financial managing group. Village affairs supervision committee exercises the supervision functions, and it is responsible for village（representative） meetings and report its work usually under the guidance of township party committee, town government, town discipline inspection commission and the leadership of village party organizations. The establishment of the village committee is helpful to enrich the village public affairs supervision system, arouse the consciousness of the villagers＇ democratic supervision and let the village elite participate in democratic supervision. Though the historical tradition, realistic condition and many other factors restrict the function of village committee, we should improve the village supervision system, actively guide the villagers to participate in the democratic supervision practice and promote the supervision ability of village affairs personnel in order to perfect the supervision function of village affairs supervision committee.
