“Do Certain Things and Refrain from Doing Other Things”: On the Editing Rights of Academic Journal Editors

编辑在稿件加工过程中,常会出现"该为不为""为之无度""为之不当""为之无常"等转嫁编辑职责、滥用编辑权力、过于武断自信和盲目崇拜权威等修改权行使不当的情况,究其原因主要是不自知——未能正确认知自我,不自控——未能合理控制自我,不自励——未能积极激励自我,不知人——未能落实"作者至上"理念。编辑应遵循学术期刊的出版伦理,树立法律意识,端正主体意识,强化责任意识,增强服务意识,妥善处理好应然修改权与实然修改权、"为"与"不为"、文责自负与编辑职责以及编辑和作者的关系,正确行使修改权。

When editors process paper contributions, the improper exertion of editing rights often occur as editors transfer their responsibilities, abuse their editing rights, behave in an arbitrary and assertive manner, and believe in the authorities blindly, which lead to the situations of ＂what should be done is not done, or done excessively, improperly and irregularly＂. All these arise largely from the editors＇ lack of self-awareness————failure to develop a correct self-understanding, lack of self-control————failure to control oneself reasonably, lack of selfencouragement————failure to practice active self-motivation, and lack of an understanding of the other people————failure to exercise the ＂author first＂ norm. Editors should follow the publishing ethics of academic journals, develop the proper consciousness of law and subjectivity, strengthen the awareness of responsibility and service, and handle duly the relationship between the given editing rights and the actual ones, the relationship between ＂doing＂ and ＂not doing＂, the relationship between author responsibilities and editor duties, and the relationship between editors and authors, so as to exert appropriately the editing rights.
