摘要
政府购买体育公共服务是全球性公共管理改革的重要内容,并已成为体育公共服务供给机制改革的趋势,也是建设服务型政府及体育体制改革的内在要求,可以使政府、市场和社会体育组织实现共赢。政府购买体育公共服务的理论依据包括公共产品多元供给理论、公共选择理论和福利多元主义;其运行机制包括规划与预算、公布信息、公开招标、签订合同、项目实施、监督管理、绩效评估。现阶段要施行政府购买体育公共服务,需明确政府的"服务型"角色,加大对社会体育组织的培育力度,构建体育公共服务各供给主体之间的合作网络等。
The government's purchase of sports public service is an important part m gtobat puoitc au- ministration reform, and it has become not only a trend of supply mechanism reform of public sport services, but also an inherent requirement of building service-oriented government and the sports sys- tem reform, what is more, it can achieve win-win situation for government, market and social sports organizations. Theories foundation of governmenCs purchase of public sports services includes theory of public goods~ multiple supply, public choice theory and welfare pluralism; its operating mechanism includes planning and budgeting, disclosure of information, public bidding, award of contract, project implementation, supervision and management, performance evaluation. At the present stage the im- plementation of government's purchase of public sports services need to clarify the governmentis service-oriented role, and make more efforts to foster social sports organizations, and build up a coop- eration network between each suppler of public sports services.
