摘要
当今中国在新型城市化建设过程中正面临水资源短缺、洪涝灾害频发、生态系统退化等多种水问题,这些水问题是系统性、综合的问题,亟需一个更为综合全面的解决方案,"海绵城市"理论的提出正是立足这一背景。基于低影响开发理论,分析了"海绵城市"理论提出的背景,详细阐述了海绵城市的理念含义、规划建设途径和实施策略,并指出"海绵城市"有别于传统的工程依赖性治水思路和"灰色"基础设施,它作为一种生态途径,其构建核心在于建立跨尺度的水生态设施,以解决中国城市化建设过程中产生的水问题。
At present,the new urbanization construction of China is faced with many water problems of water resource shortage,frequent flood and waterlogging,ecosystem degradation and etc.These water problems are the systematical and comprehensive problems,and are desiderated for a more comprehensive and overall solving scheme.The proposal of the 'sponge city' theory is exactly based on this background.Based on the low-impact development theory,the article analyzes the background proposing the 'sponge city' theory,sets forth the idea,concept,planning construction way and implementation strategy of 'sponge city',and points out the 'sponge city' differing from the traditional engineering depending water control thinking and 'grey' infrastructure.As an ecological way,its building core lies in the establishment of the cross-scale water ecological facilities so as to solve the water problem existing in the urbanization construction process of China.
