摘要
习近平总书记在十八届中纪委第二次全体会议上，提出了“将权力关进制度的笼子”的理念，为中国全面遏制权力腐败吹响了总号角。建立制度的笼子主要是建立健全权力运行的法律机制，这个机制从根本上看应该具有两种理念、三个途径。这可以从权力运行的价值观念、目的、方式、监督、范围这五个方面剖析，牢牢抓住建立“权力笼子”的基本问题。
General Secretary Xi put forward the concept of ＂imprison the power into cage＇at the meeting of the Commission for Discipline Inspection of the Central Committee, blowing the horns of fully contained power corruption in China. To build a cage for the system means to establish and improve the power of legal mechanism, which should include fundamentally two concepts and three approaches. This paper analyzes from the value of the power operation concept, purpose, method and scope of supervision to establish basic issues on the power of the cage.
