摘要
通过对东湖高新区"一区多园"管理体制发展现状的调查研究,发现目前东湖高新区"一区多园"管理体制存在跨管理空间的责权利冲突的问题。深入剖析认为根本原因是"越界管理难协调、多重博弈难均衡"。从强化高新区"一区多园"管理体制创新的顶层设计、统筹协调高新区"一区多园"的行政管辖权与经济发展权、建立科学合理的高新区"一区多园"政府治理结构、做大和分好高新区"一区多园"的利益蛋糕等四个方面提出了东湖高新区"一区多园"管理体制创新的对策。
Via the research of the current management system innovation in 'Multi-garden Park' of East Lake High-tech Development Zone, we found out two problems of responsibility and rights conflicts reducing in cross space management in 'Multi-garden Park' of East Lake High-tech Development Zone. Based on the thoroughly analyses on above problems, there is a primary cause that it's hard to coordinate in cross-border management and balance in multiple games, we solve the problems from 4 aspects.
