土地整治项目绩效评价研究--以江西省为例

Study on Performance Appraisal of Land Consolidation Project——A Case Study in Jiangxi Province

本文在分析土地整治项目绩效评价内涵及评价内容的基础上,用模糊层次分析法和多因素分值加和法,构建了江西省土地整治项目绩效评价指标体系,并对评价指标体系设定评分标准,更具有操作性。作者以江西省2010和2011年度土地整治示范建设147个子项目绩效评价为例,从项目绩效目标、项目资金情况、项目管理情况、项目产出情况和项目效益情况5个维度进行评价,并另附一票否决项作为附加指标,为土地整治项目绩效评价提供新的思路与方法,以期为完善土地整治项目效益评价体系,提高项目决策和管理工作水平提供科学依据。结果表明,江西省2010和2011年度土地整治示范建设项目绩效等级良好26个,占18%,其余为合格,无优差等级。

On the analysis of the connotation and evaluation content for performance evaluation of land consolidation projects, by using fuzzy analytic hierarchy process （AHP） and the method of multiple factor scores, this dissertation has built evaluation index system of land consolidation project in Jiangxi province, and set criteria of evaluation index system, which makes the evaluation method more operational. The author takes 2010 and 2011 annual performance evaluation of 147 land consolidation construction demonstration projects as an example. From five dimensions of objective of project performance, the situation of project fund, project management, project output and an project benefit, we carry out the evaluation and attach one ticket veto as additional indicators, which provides new thinking line and method for the performance evaluation for land consolidation project; we hope to provide scientific basis for perfecting the land consolidation project benefit evaluation system and improving the level of project deci- sion-making and management. According to performance evalua- tion of land consolidation construction demonstration projects, the results show that there are 26 excellent projects which accounts for 18 percent. Furthermore, the rest of projects are qualified and there is no good and poor grades.
