黄河水权转让项目分析论证技术要点浅析——以宁夏鸳鸯湖电厂二期水权转让工程为例

摘要 水权转让是解决宁夏水资源短缺的重要手段。以鸳鸯湖电厂二期水权转让工程为例,探讨典型工程水权转让项目论证的技术要点。对宁夏灌区灌域的选择、现状用水、节水潜力等进行了分析,论证了水权转让的工程节水规模、节水量计算方法及水权转让期、费用构成和费用计算方法,确认了水权转让总费用。 Water entitlement transformation is vital for alleviating water shortage in Ningxia Hui Autonomous Region. Technical points during feasibility study of water entitlement transformation is discussed by using Water Entitlement Transformation of Yuanyanghu Power Plant Phase II Project as an example. The study includes selection of irrigation districts, current water use and potential of water-saving. The evaluation mainly covers the water-saving project scale of water entitlement transformation, calculation of water-saving amount, duration of water entitlement transformation, formation of cost and calculation method. Total expenses of water entitlement transformation is estimated and finalized.
