Innovation of water right transfer mechanism by precision water governance

推动水权转化的根本目的是为了实现水资源的优化配置,追求经济社会整体利益和水资源投入产出的最大化。通过研究分析内蒙古阿拉善左旗水资源在各产业之间的配置现状,探讨通过水权转移实现水资源优化配置的各种途径,以期推动经济社会产业结构比例的合理调整,推动生态环境不断改善。

The aim of initiating water right transfer is to optimize water allocation, and maximize social benefits and input-output of water utilization. Various approaches of optimizing water resources allocation through water right transfer are discussed based on review of water allocation among various industries in Alxa County of Inner Mongolia, so that adjustment of industrial pattern and improvement of eco-environment can be realized.
