摘要
2009年国家推行的"新农保"制度是实现农村居民老有所养的重要基础性工程。本文利用中国老年健康影响因素跟踪调查2008—2011年两期面板数据,使用倾向分值匹配基础上的倍差法等方法,全面评估了新农保对农村居民养老质量的影响。结果显示,尽管实施时间不长和保障水平较低,新农保仍然在一定程度上提高了农村参保老人的养老质量。在养老质量均等化方面,新农保显著提高了西部地区老年人的养老质量,但加剧了不同收入组别农村老年人的养老质量不平等,现有农村老年人之间的养老质量差距也没有显示出缩小的迹象。因此应努力提高新农保的保障水平,促进农村老年人养老质量的提高,并通过合理的制度设计,推动农村居民养老质量的均等化。
In this paper we investigate the effect of China＇s New Rural Pension Scheme（NRPS）on the life quality of the rural elderly.Using panel data from 2008 and 2011waves of the Chinese Longitudinal Healthy Longevity Survey（CLHLS）,we adopt an empirical strategy that combines propensity score matching with difference-in-differences approach to correct the potential selection bias.It shows that the NRPS improves enrollees＇life quality,however moderately,in terms of health outcomes,cares and comforts received from the adult children,resilience to face difficulties in life,nutrition taken,and relative position in the family.However,there is no evidence that NRPS reduces the inequality in life quality among the rural elderly across different income subgroups.
