经济转型背景下我国环境治理问题研究

Research on Environmental Governance in the Period of Economic Transition in China

我国经济发展已进入新常态时期,经济转型与改革迈入了一个新的历史转折点,经济结构由中低端迈向中高端,发展动力由要素驱动、投资驱动转向创新驱动,资源环境要素投入呈现下降态势,环境治理面临新的机遇和挑战。我国环境治理取得了一些成绩,但仍然存在环境治理体制缺乏协调性、政府部门绩效考核标准不利环境改善、环境治理法规和成本核算体系不完善、企业承担社会责任不明确等问题,需要探索相应的环境治理对策。

The economic transformation and reform have entered into a new historical with the economic development in China. The economic structure develops from low-and-mid end to high end. Investment driven growth turns to innovation driven growth. Resources and environment elements are decreasing. Environmental governance is facing new challenges and opportunities. Although environmental governance in China has made some achievements,there is still lack of coordination and unity. GDP oriented performance criteria has not been well established.Environmental management related laws and regulations have not been integrated, either. In order to solve the problems of the economic transitional period, this study puts forward some effective countermeasures of environmental governance.
