摘要 以唯物辩证法为指导,建立健全公务员平时考核体系,破解公务员群体"不作为、不担当"的问题。要正视问题,抓住公务员平时考核的主要矛盾;要坚持有效"扬弃",借鉴发达国家公务员考核经验;要坚持矛盾的特殊性和一般性有机结合,科学设定公务员考核指标体系;要崇尚实践,不断提高公务员队伍考核工作的实效性。科学考核指标体系的建立,可以对公务员的劳动和贡献做出合理而公平的评价,调动他们工作的主动性、积极性;可以全面了解公务员的政治思想表现、工作能力、文化专业知识和工作成绩,更好地发挥人民公仆作用;可以为公务员的奖惩、培训、晋级、增资等提供科学依据。 Guided by the materialistic dialectics,the general evaluation system of civil servants is established and improved in order to solve the problem of "civil servants' non-action and irresponsibility". People need to realize the principal contradiction in the general evaluation of civil servants,adhere to "effective sublation",and learn from the experience of civil servants' index evaluation system in developed countries so as to reach the organism combination of particularity and generality of contradictions and set up the index evaluation system of civil servants scientifically.Meanwhile, practice is advocated to improve the effectiveness of evaluating civil servants. The establishment of scientific index evaluation system will make justifiable evaluation on the civil servants' efforts and contributions as well as arouse the initiative and enthusiasm in their work. It will also help to learn about the civil servants' political ideology,professional competence and performance and encourage them to play the role of public servants better. What's more, it can provide scientific basis for the civil servants' rewards and punishment,training,promotion and pay increase,etc.
