信访制度法治化问题研究

信访制度法治化有助于实现信访的表达民众诉求和解决纠纷等功能,而目前的信访存在一系列问题如信访立法滞后、信访机构的法律职能模糊、侵犯信访人及其相关人员的权利、信访程序欠缺合理规范等,为了实现信访对于维护社会稳定和保护人民合法权利的作用,需要实现信访制度法治化,而要实现信访制度法治化需要提高信访立法的水平和层次、完善信访相关法律法规、加强法治宣传,树立正确信访观念等。从而让信访更好的服务于法治中国的建设。

Petition system under the rule of law will be beneficial to the realization of a complaint expression and resolve disputes,etc. At present,there exit a series of problems such as the lag of complaint reporting legislation,the ambiguity of the function of complaint reporting agencies,and the loss of the complaint procedures. In order to achieve the goals for maintaining social stability and protect the legal rights of the people,the complaint reporting system under the rule of law should be improved to raise the level of its legislation and administration,perfect the relevant laws and regulations,strengthen the rule of law reporting propaganda,and establish correct reporting concept,etc,so that it can better serve the construction of the law of China.
