从1968年建立第一所多科技术学院到1992年更名为大学,多科技术学院曾因秉持技术教育"服务"传统,成为当时英国高等教育独具特色的存在。在多科技术学院的变迁过程中,政府、学院和市场关系不断重构,变化的是管理权从地方教育当局收归中央政府、学院自治权的获得,不变的是学院在政府的政策和拨款导向下对市场需求的回应。英国多科技术学院变迁中的治理问题与应对经验对我国发展技术应用型本科教育有重要借鉴意义。

The first polytechnic is set up in 1968,and it changes into a university in 1992.The polytechnic is well known for its traditional sense of service in British higher education.Throughout the changes of the polytechnics,the relations of government,polytechnics and markets keep restructuring.The governance of polytechnics may be transferred from the local education authorities to central government and polytechnics eventually gain their autonomy.Yet the demands from market have remained.
