中欧班列国际铁路联运采用多式联运提单对策的研究

Study on Countermeasures of Applying Inter-model Transport BL for International Railway Through Transportation of China-Europe Block Train

在阐述中欧班列国际铁路联运运单应用现状的基础上,分析国际铁路联运运单特点,以及现有联运运单存在的格式不统一、信息化程度不高、权属复杂不便索赔、不能作为物权凭证、无法用于信用证结汇等问题。通过研究多式联运提单与国际铁路联运运单的共性和区别,结合国际铁路联运现状,提出多式联运提单与国际铁路联运运单对接模式、多式联运提单运作机制,以尽快实现国际铁路联运与国际多式联运单证的接轨。

Based on expounding the application status of international railway through transport bill of China-Europe block train, this paper analyzes characteristics of the bill and the problems existing in current through transport bill, such as diverse format, low informationization level, complex ownership causing inconvenient claim, cannot be taken as property warrant and cannot be used on L/C exchange settlement. Through studying the common features and differences between inter-model transport BL（bill-of-lading） and international railway through transport bill, combining with status of international railway through transportation, the paper puts forward the connection mode between the BL and bill and the operation mechanism of the BL, so as to realize document integration between international railway through transportation and international inter-model transportation.
