中国与北极:合作与共赢之路

China and Arctic:to Create a Cooperative and Win-win Situation

中国作为"近北极国家",是北极事务的重要利益攸关方。自获得北极理事会正式观察员资格后,尽管仍然是"戴着镣铐起舞",但毕竟赢得了参与北极地区事务的更广阔的舞台,中国与北极的纽带已从科学考察为主扩展至更大范围、更高层面的合作和发展领域。从中国当下社会发展的现实出发,中国在北极的权益应当着眼于积极参与科学考察以及航运、资源开发、可持续发展等北极事务中,坚持合作共赢,以合作促进彼此的共同发展。对于北极事务的基本态度是"积极参与",核心原则是"国际合作"。

As a ＂ near-Arctic state＂,China is an important stakeholder in the Arctic affairs.Since China enjoyed a permanent observer status in the Arctic Council,though still ＂dance in shackles＂,we have a broader stage to participate in the Arctic affairs.The tie linking China and Arctic has been expanded from mainly scientific research to a wider range and higher level of cooperation and development.From the reality of China＇s current social development,China＇s interests in the Arctic should focus on participating actively in the Arctic affairs of scientific research and shipping,resource development and sustainable development,upholding aprinciple of win-win cooperation and promoting cooperation for mutual development.China＇s basic attitudes towards Arctic affairs should be ＂active participation＂,and the core principle is ＂international cooperation＂.
