锡勒图库伦旗第二十三任札萨克达喇嘛罗布桑林沁,祖籍青海省乐都县。民国三年(1914年)六月,接任札萨克达喇嘛职务。他在任期内保护草牧场,抵制清政府实行县治、出荒招垦;力推政教分治,建立地方武装,维护社会治安,保护旗民利益;创办蒙医学校,培养蒙医人才;出资办学,开发民智;抵制日本人统治,反对国民党"维持会";接受中国共产党的统战政策,出任民族民主联合政府旗长;对库伦革命根据地的创建作出了一定的贡献。

Robsanglinchin＇s ancestral home of twenty-third Zhasakeda Lama in Xilu Kulun county is Ledu county of Qinghai province.He took over the position of Zhasakeda Lama.in 1946（June of three years of the Republic of China）.In the term He resisted the Qing government implemented the county;Land reclamationa,grassland protection;pushing the political rule the establishment of local armed forces;to maintain social order;the protection of national interests.Founding Mongolian school and culture Mongolian people for the development of their wisdom,resisted Japanese rule,the opposition Kuomintang to maintain the social,and accept the united front policy of the Communist Party of China.As the national unity government banners,he created a revolutionary base for a certain contribution of Kulun.
