摘要
实施"全面两孩"政策后,计划生育奖励扶助政策应当根据新的政策要求和人口计划生育形势作出调整。计划生育奖励扶助政策调整,应当力求实现"四个转变",即:由奖励一孩家庭转变为扶助按政策生育的家庭,由差别性奖励扶助转变为趋于公平公正统一的奖励扶助,由主体多元转变为政府"买单",由物质奖励为主转变为综合帮扶。要实现计划生育奖励扶助制度的"四个转变",应当重视制度建设的顶层设计,努力推进价值取向由物质补偿型向能力发展型的转变,构建国家和社会相结合的计划生育奖励扶助制度体系。
After the implementation of the universal two-child policy, the rewarding and assistant policy should be adjusted in light of the new policy' s demand and the situation of population and family planning. The adjustment of assistant policy for family planning should achieve the goal of four-shift, namely: the reward of one-child family changing to the birth family according to the childbearing policy; the differential reward and assistance changing to the unified system of reward and assistance; the duties of volunteering group changing to the responsibilities of government; the main material reward changing to the comprehensive assistance. To achieve the fourshift, we should focus on the top design of system construction, and take effort to improve the value orientation from the material compensation to the faculty development, to build the family planning system of the combination with the state and society.
