培育和践行社会主义核心价值观有道德教化和法治化两条基本路径,二者相互补充、缺一不可。在核心价值观提出初期,采取道德教化的路径培育核心价值观的社会效果会更好。随着道德教化出现边际效用递减,国家应重视法治在培育核心价值观中的作用。我国以法治培育核心价值观既符合国际惯例,又有古人的经验可以借鉴。当前,以法治培育核心价值观,需要抓好政策导向、立法规范、严格执法、公正司法、全民守法等关键环节。

Moral education and legalization are basic approaches to cultivate and practice the socialist core values. In the early stage of putting forward core values, the social effect of taking the path of moral education to cultivate the core values will be better. With the diminishing marginal utility of moral education, we should pay more attention to the role of the rule of law in cultivating core values. This is in line with international practice, but also has the experience of the ancients for reference. At present, in order to cultivate the core values, we need to pay special attention to the policy guidance, legislative normalization, strictly enforcement of law, fair justice, national law-abiding and other key links.
