公立医院搭建中间结构改制的实践与探讨——以中信医疗与汕尾市政府合作为例

Practice and Discussion of Public Hospitals in Intermediate Structure Reform Construction

近年来,我国政府出台一系列政策鼓励社会资本办医,加快构建多元办医格局,以期建立多元医院产权结构,使医院行业进一步走向市场。随着城市公立医院综合改革试点逐步推开,公立医院改革将为社会资本带来巨大的投资机会。笔者通过对中信医疗与汕尾市政府合资成立医院管理公司过程进行总结,分析搭建中间结构改制的优势、劣势,以期为社会资本的投资决策提供参考。

Recently,Chinese government has issued a series of policies for the purpose of encouraging hospital operation by the society, constructing hospital operation of various forms, establishing hospital property right structure of various forms, and further promoting hospitals marching to market. With more comprehensive pilot reforms of urban public hospitals, the reform in public hospitals would create huge investment opportunities for social capital. The authors summarize joint hospital management firms of Zhongxin Medicine and Shanwei government,and analyze the advantages and the disadvantages in establishing intermediate structure system,which can be made the reference for investment decisions of social capital.
