新常态下我国城市规划建设的主线思维

The Main Line of China's Urban Planning and Construction under the New Normal

我国城市发展正值高潮,2015年12月召开的中央城市工作会议,对于我国如何在新常态化背景下进行科学城市规划建设,实现健康稳定地发展新型城镇化具有极为重要的历史与现实意义。本文通过对中央城市工作会议精神与内容的解读,提出在新常态下,应当秉持国情主线、区域策略、底线发展、环境容量、创新驱动五条科学城市规划主线思维,发挥我国城市规划的关键作用,顺应城市工作的新形势、政策发展的新要求、人民群众的新期待。

China is experiencing an urban development peak era. The 2015 Central Urban Work Conference has an extremely historical and realistic significance on the scientific city planning and construction as well as the realization of a healthy and stable development for neourbanization of our country under the new normal. Based on the Central Urban Work Conference, the author proposes that under the new normal we should adhere to five scientific urban planning main lines, which are national conditions as the main line, regional strategy, development as the bottom line, environmental capacity, and innovation driven, in order to play a key role in China＇s urban planning, conform to the city＇s new situation, the new requirements of developing policy and the new expectations of our people.
