数字出版物呈缴的相关主体及基本诉求研究

Stakeholders and Their Basic Requirements for Legal Deposit of Digital Publications

对呈缴制度中4类呈缴主体的梳理对比及主体间关系的分析可知,在从"出版者"角度来确定由哪些主体承担数字出版物呈缴责任的过程中,要协调好呈缴主体"范围宽泛"的特征与"边界清晰"的要求之间的矛盾;作为受缴主体的图书馆必须与各类文化机构合作并在合作中发挥中坚作用;数字出版物呈缴制度设计既要考虑制度的完整性,又要兼顾相关主体间利益的均衡。

Through comparison of four types of stakeholders, and analysis of the relationships of them, it is believed that in the process of regulating who should deposit digital publications from the perspective of the publisher, it is necessary to coordinate the contradiction between ＂complex types＂ and ＂clear boundary＂ of legal deposit of digital publications. As main deposit units, libraries should cooperate with various cultural institutions and play a key role in the cooperation of legal deposit. System design of legal deposit of digital publications should consider not only the integrity of the system, but also the balance between stakeholders and their basic requirements.
