PPP模式在公共图书馆中的应用探析

通过PPP模式引导社会资源进入公共基础设施建设和服务已经成为国家战略,公共图书馆引入PPP模式具有可行性。目前,公共图书馆运行PPP模式存在购买主体和承接主体不清、文化主管部门或图书馆干预过多、忽略公众的参与性、服务网点无统一管理制度的问题,其模式的构建应明确三方主体职责、PPP模式的结构及流程、项目运营范围。公共图书馆引入PPP模式过程中应注意民营企业的利益保障、全程的监督评价、完善的合同管理、清晰的产权划分。

Through the PPP mode to guide social resources into the public infrastructure construction and service has become a national strategy, so public libraries introducing PPP model is feasible. At present, many issues exist in the PPP mode of operation in public libraries, such as, bodies of purchase and undertake are vague, excessive interference in the competent department for culture or libraries, ignoring the public participation, service outlets without a unified management system. Hence, its mode of construction should clear responsibilities of tripartite main bodies, the structure and processes of PPP mode, the scope of the project operation. Public library should pay attention to protecting the interests of private enterprises, supervising and evaluating the whole process, perfecting contract management and clearing property rights division in the process of introducing the PPP mode.
