京津冀一体化下协同创新研究

Coordinated Innovation Based on Regional Integration of Beijing-Tianjin-Hebei

依靠创新深化区域间合作,实现创新要素的自由流动与资源共享,形成协同创新的区域系统环境,是推进京津冀一体化的关键。首先描述了京津冀一体化发展历程及协同创新现状,指出在创新合作机制、要素流动、协同创新动力等方面存在的问题。然后以"产、学、研、融、政、介"等创新环境要素为关注点,从产业经济基础、政策环境、人才与研发环境、金融环境等方面对京津冀进行比较;并在学习和借鉴中国城市创新创业环境评价报告、世界竞争力指数、硅谷指数等相关评价研究的基础上建立指标体系,以2014年统计数据为样本、运用因子分析法对京津冀区域创新环境进行评价,指出京津冀在创新总体环境及子环境方面存在的差异。最后以创新资源的开放共享、高效配置、合理利用为主线,以深化体制机制改革为动力,以京津冀协同发展为目标,依托于跨区域的创新平台建设和合作机制建设,提出京津冀协同创新体系的构建思路;并从政策互动、资源共享、市场开放、知识协同等方面提出建立创新合作机制,以保障协同创新系统的有效运行。

It is of vital importance for the regional integration of Beijing-Tianjin-Hebei to achieve in-depth regional cooper- ation, free movement and sharing of innovation resources, and collaborative regional innovation system environment. The paper describes the development of Beijing-Tianjin-Hebei integration and the present situation of collaborative innovation, highlights the problems in the innovation cooperation mechanism, the flow of factors and the collaborative innovation power. The paper makes a comparison between the industrial and economic environment, policy environment, human resource en- vironment, research and development environment, financial environment of Beijing-Tianjin-Hebei region. And then the paper evaluates the regional innovation environment related to the data in 2013 via principal factor analysis. The result shows there are differences in the total environment and sub-environment of Beijing-Tianjin-Hebei region. Finally, the paper pro- poses strategies for the construction of collaborative innovation system in the region.
