村级债务化解对策研究——基于泰州市俞垛镇村级债务情况的实证分析

Solution Countermeasures of Village Debt

村级债务对于全面建成小康社会有着重要的影响。近年来,化解村级债务虽然取得了一定成效,但仍然存在村级负债面广、量大,借款情况严重,债务构成复杂等问题。村级债务形成的原因是多方面的,主要是由于超过承受能力的投入、村级集体经济不强、历史性拖欠和村级资金使用不当等。化解村级债务的关键是做好理债剥债、严控新债、增收化债、降支防债等工作。

The village debt has an important influence on building moderately prosperous society. In recent years,the village debt has obtained certain results,but there still exist the problems such as a wide range and large amount of village debt,village loan in serious condition,and complex debt composition and so on. The reasons of village debt are manifold： more investment than the afford ability,gloomy village-level collective economy,historical default and improper use of village funds. The key of resolving the village debt is to perform well in managing debt,strictly controlling new debt,increasing income to resolve the debet,cuting costs to prevention debt,etc.
