新常态下西部资源型城市工业转型升级的发展思路——以六盘水市为例 被引量:12

摘要 依据我国经济新常态的主要内涵和特征,分析了新常态下我国西部资源型城市产业发展面临的挑战,以明确其工业转型重点突破口,即产业结构优化、发展动力转化和环境保护强化。通过构建新常态下六盘水市RMIF分析框架,对资源型城市转型涉及的资源产业、国家经济体制转型、工业化与城市功能演化等各阶段多维度进行了研究与评价,以明晰六盘水市工业产业转型升级的中心、基础、条件与方向,借鉴并整合传统资源型城市的转型模式,提出六盘水市工业转型升级总体思路,并对该思路下"内生增长+内生发展+外生发展"的三大转型升级路径进行详细分析。以六盘水市为例,对新常态下西部资源型城市工业转型升级提供一定的理论依据与实践指导。 Based on the mainly content and features of the new economic normality, this paper analyzed the challenges of west resource - based city industrial development under the new normal, clarified its focus on industrial restructuring breakthrough, which were optimization of industrial structure, development of power conversion and strengthening environmental protection. This paper researched and evaluated on the resource industries, national economic system transformation, industrialization and urban functions evolution and other multi- stage dimensions involved in the transition of resources cities through the construction of Liupanshui RMIF under the new normal, in order to explicit center, foundation, conditions and direction for Liupanshui industrial transformation and upgrading. Using reference and integration of traditional resource cities in transition mode, this paper put forward industrial restructuring and upgrading mode for Liupanshui, and analyzed the three upgrade path under the mode in detail, which were "endogenous growth + endogenous development + exogenous development". This paper took Liupanshui for example to provide a theoretical basis and practical guidance for west resources cities industrial transformation and upgrading development under the new economic normality.
