精准性激励扶贫与农村低保制度耦合探索——以甘南州为例

Accurate Incentive Poverty Reduction and Rural Minimum Living Security System of Coupling——Taking Gannan Zangzu Autonomous Prefecture as an Example

农村低保人群边际增长率的变化趋势可反应农村低保政策的实施效果。对2008—2014年每个季度的甘南州农村低保人群边际增长率的变化分析发现,低保人群数量近期呈上升趋势,边际增长率减小,变动幅度趋于稳定,说明低保政策起到了一定作用,但也说明扶贫政策的边际效益减弱,需要新的刺激政策扶助。扶贫政策与低保政策具有同效性,因此提出激励性扶贫概念,精准确定需要激励的扶贫人群,探索激励性扶贫与农村低保制度耦合的路径,提出激励性扶贫与农村低保政策措施进行嵌套。

The change trend of marginal growth rate of the rural poor population could reflect the effect of the implementation of rural minimum living security policy .This paper analyzed the 2008 to 2013 per each quarter low population in Gannan rural area marginal growth rate change, and found the number of poor population growth in the near term was rising, and the marginal growth rate decreased, the range of variation tended to be stable. The rural minimum living security policy played a certain role, but it also showed that the marginal benefit of poverty alleviation policies weakened. So it was important to need to the new stimulus policy. Poverty alleviation policy and the rural minimum living security policy had the same effect. So this paper proposed the incentive poverty concept, and accurately located the need to motivate people, in order to explore the path of poverty alleviation, and the incentive for poverty alleviation and rural subsistence allowance system coupling, and finally put forward the incentive policies, and the measures of poverty reduction and rural residents were nested.
