我国煤炭企业安全应急管理体系的构建

Building of Safety Emergency Management System of Chinese Coal Enterprises

通过分析指出当前国内煤炭企业在安全应急管理体系方面存在的问题,主要包括法律法规制度执行不力、应急预案不清晰、组织体制有漏洞、运行机制不顺畅、后勤保障不及时等多个问题。在此基础上,认为构建一个有效的安全应急管理体系应重点以法律法规做指导、组织体制做保障、运行机制是关键,同时要认真反思事故。

Points out that the main questions in coal safety production are poor implementation in relevant laws and regulations, unclear emergency plan, bugs of the management organism, operating obstructions and weakness of the logistic support. Based on this, believes that an effective safety emergency management system should be guided and operated under the laws and regulations,possessed a responsible management team and a smooth operation, and highlighted the feedback.
