基层政府电子政务存在的问题与对策探析

Electronic Government Affairs Problems Existed in Basic Level Government and Corresponding Countermeasures

我国基层政府的电子政务建设存在着信息化经费不足、领导认识不充分、法制环境不成熟和工作人员信息技术跟不上等一系列问题。要解决这些问题,可以采取多源化筹集资金,合理规划资金投入;转变思想观念,提高领导的思想觉悟;制定并完善相关的法律制度,加强公务员现代信息和通信技术的教育与培训等措施,把电子政务更好地运用到政府管理中,促进服务型政府的建立。

There are many problems existed in our basic level government electronic government affairs,such as lack of finance of information,insufficiency of leader′s understanding, not good environment of law and lower level of workers′ information knowledge. All the problems can be solved by multi-way collecting money, reasonable fund investment, changing thought idea,enhancing leader′s consciousness,setting up related roles and training workers modern information and communication technology. Therefore, electronic government affairs can be used into basic level government management,to promote establishing service government.
