甘肃省中小企业技术创新的政府支持研究

Research on Government Support for Technology Innovation of Small and Medium-sized Enterprise In Gansu Province

甘肃中小企业在经济实力、自主创新能力、技术基础和投入能力方面还存在不足,主要原因是缺乏促进中小企业技术创新的发展战略和政策等软环境。首先从甘肃省R&D经费投入及投入强度、经费来源及分配、科技人员投入状况三个角度来分析政府对中小企业技术创新的支持现状,指出政府在中小企业技术创新方面应加大扶持力度;最后借鉴国外成功经验,提出营造适宜环境、建立相应的法律法规体系、设立专门管理机构、发挥财税金融政策作用、建立完善的服务体系、实施政府采购等办法解决技术创新中的困境。

In Gansu province, small and medium-sized enterprises are deficient in technology innovation, eco-nomic strength and investment ability. The main reason is the lack of soft environment to promote the technology innovation of enterprise. This paper firstly analyzes current conditions from three aspects：R＆D spending invest-ment and allocation, technical personnel. Then it is concluded that the government should strengthen the support for small and medium-sized technology innovation enterprise, draw lessons from foreign successful experience to create a suitable environment, establish corresponding laws and regulations system and set up perfect service sys-tem.
