互联网背景下城市出租汽车行业治理对策研究——以珠海市出租车治理为例

Research on City Taxi Industry Government Countermeasure under the Background of Internet: Taking Zhuhai City Taxi Management as an Example

伴随城市居民对出租车需求的高速增长,政府对出租车行业的治理面临困境:供给不足,寻租行为造成社会浪费,价格管制缺乏活性。而手机网络的成熟为出租车行业带来新的机遇,也成为政府治理出租车行业的新挑战。文章探究出租车行业治理困境的原因,梳理互联网进入出租车行业带来的行业变革,解析珠海市政府在应对出租车行业信息化过程的对策,为政府正确应对互联网冲击出租车业提供参考。

With the fast-growing needs of taxis in the cities, the government is facing many difficulties in the management of the taxi industry——the insufficient supply of taxis, the rent-seeking behaviors resulting in social resource wastes, and the inflexibility of price control. The maturing mobile network, however, bringsmore opportunities for the development of the taxi industry and more challenges for the government in management. This paper not only investigates the reasons why there are difficulties in the taxi industry management but also elaborates the changes brought about under the Internet penetration. The purpose of this study is toprovide references for the government on how to positively deal with the condition that the Internet has exerted great impact on the taxi industry by analyzing what strategy Zhuhai Municipal Government should adopt in response to the informationization of the taxi industry.
