社会工作在人权保护中的功能作用研究

Study on the Functional Role of Social Work in Promoting Human Rights

社会工作与人权保护二者有相同点,也有区别。反贫困社会工作、儿童和老年人社会工作、残疾人社会工作等与生存权和发展权、妇女儿童和老年人权利、残疾人权利等密切相关,在特定领域实践着人权保障。而人权理念由于其符合我国传统文化,切合我国社会工作发展历程,适应当前社会工作发展的新形势新要求,从而可以构成社会工作的价值基础。要充分保障和实现社会工作对于人权保护的社会动员功能、专业化模式化示范功能、权利恢复功能、推动社会政策发展完善功能,促进"立足于人权保护的社会工作"和"有效整合社会工作的人权保护",推动社会工作制度完善和人权保护更好实现。

There are similarities and differences between social work and human fights pro- tection. Social work on anti-poverty, children, aged people, and the disabled is close related to people＇s fight to subsistence and development, rights of women, children and senior citizen, and fights of persons with disabilities. Social work actually performs a function of protecting hu- man fights in special fields. The idea of human fights, accord with traditional culture, the de- velopment process of China social work, and current new situation and new requirement, forms a value foundation of social work. Social work promotes human fights by realization of four functions ： social mobilization, model function, restoration of the fight, development and perfection of social policy. The goal is to establish a mechanism of ＂social work based on protection of human fights＂ and ＂human fights protection integrated with social work＂.
