摘要
近年来,我国可再生能源发电产业快速发展,但现阶段参与市场竞争程度相对较低,因此合理的电价补贴对于可再生能源发电产业的发展仍然较为重要。本文借鉴英、美、德等典型国家可再生能源电价补贴制度,对我国目前可再生能源电力发展情况及电价补贴制度面临的挑战进行分析,并构建关于可再生能源电价最优补贴额的理论测算模型,最后从择优补贴、多元化补贴及配套政策完善等方面提出完善电价补贴机制,引导可再生能源发电产业健康发展的对策建议。
The rapid development of Chinese renewable energy industry cannot leave the electricity price subsidies, but the electricity price subsidies policy of China has many problems, that has affected the development of renewable energy industry. In this paper, from two aspects of theory and practice the renewable energy electricity price subsidies is analyzed, and explore the adjust and perfect the mechanism of electricity price subsidies, emphasis on electricity price subsidies and the necessity of tie-in use quotas and other policies.
