中国油料及食用植物油供需形势及“十三五”展望

Supply and Demand of China's Oilseeds and Edible Vegetable Oil and Their Prospects during the 13th Five-Year Plan Period

近年来,中国油料生产稳步发展,消费增速快于生产增速,国内产需存在较大缺口,带动油料和食用植物油进口双增长。"十三五''时期,受资源约束、成本上涨等影响,油料产能增长空间有限,食用植物油消费增长背景下,利用两个市场两种资源将成为常态。为促进市场实现供需平衡、产业持续发展,应加快转变油料生产经营方式,充分挖掘油料生产潜力.进一步优化产业结构布局,同时完善产业风险防范体系,优化产业支持政策体系。

In recent years,China＇s oilseeds production developed steadily,but the growth of production was still slower than consumption growth,and there were a big gap between domestic supply and demand,which made the import scale of oilseeds and edible vegetable oil increase significantly.During the 13 th Five-Year Plan period,subject to resource constraints,rising costs and other effects,oil production capacity growth space is limited,using ＂two kinds resources and two markets＂ would be normal because the consumption of edible vegetable oil remain increase at the same time.To promote domestic oilseeds and edible vegetable oil industry healthy development,we should accelerate the transformation of oilseeds production and operation,fully tap potential of oilseeds production,optimize the layout of the industrial structure,improve the industrial risk prevention mechanism,and optimize the market support policy.
