2014年10月23日十八届四中全会通过的《中共中央板于全面推进依法治国若干重大问题的决定》（以下简称《决定》）为建设法治政府描绘了蓝图，并指明努力的目标和方向。2015年12月27日，中共中央办公厅和国务院办公厅联合发布了《法治政府建设实施纲要（2015—2020）》，该纲要以2020年基本建成法治政府作为基本目标，明确了未来五年深入推进法治政府建设的主要任务和具体措施。
＂Decision of the CPC Central Committee on Major Issues Pertaining to Comprehensively Promoting the Rule of Law＂（hereinafter referred to as the ＂Decision＂）, issued on October 23, 2014 at the Fourth Plenary Session of the Eighteenth Central Committee of the Communist Party of China, describes a blueprint for the building of a government ruled by law, and specifies the goals and directions of the construction.
