International Experience and Implications of the Health Information System Interoperability Policies and Regulations Construction

推进卫生信息系统互联互通是我国乃至国际改革医疗卫生服务模式,提升医疗服务水平的主要途径。为了总结当前国际在政策法规方面推进卫生信息系统互联互通的主要经验,梳理了美国、英国、加拿大和澳大利亚等发达国家推进卫生信息系统互联的政策法规建设过程与主要特点;从互联互通的相关规划、隐私保护的相关政策法规、电子医疗记录中数字签名法律法规、统一身份标识法规、互联互通利益协调与激励政策等方面总结了主要国际经验;并提出了对我国制定有关政策法规的启示。

Promoting heakh information systems interoperability is the main way of reforming health services model and enhancing the level of medical services in China and even the in global. To summarize the main experience of heaIth information systems interoperability in policies and regulations, the construction processes and the features of the policies and regulations in US, UK, Canada and Australia are analyzed; and the experiences are divided into five parts to discuss, which are related planning, protection of privacy, electronic medical records digital signature laws, regulations unified identity, coordination and interoperability benefits and other incentives; then the inspirations of policies and regulations development for China are proposed.
