森林采伐限额管理制度能否起到保护森林资源的作用:一个文献综述 被引量:27

摘要 已有研究从理论和实证两个方面对森林采伐限额管理制度和森林资源保护的关系进行了详尽且富有意义的探讨。多数研究发现,采伐限额管理制度对森林资源的保护作用不明显,不仅无法遏制大面积森林采伐,反而阻碍了森林经营者的造林管护行为。已有文献为进一步研究采伐限额管理制度对森林资源的保护作用提供了极有价值的线索,但仍存在影响机理分析不够全面、对森林资源保护效果的评价缺乏动态性和系统性、研究内容较为狭隘以及计量方法不够严谨等问题。因此,未来研究采伐限额管理制度与森林资源保护的关系应从如下几个方面改进:1深入分析森林采伐限额管理制度对森林资源保护的影响机制;2关注森林采伐限额管理制度的变迁及构成对森林资源保护的作用;3应将森林碳汇量等森林生态价值作为森林资源的组成部分,并探索森林采伐限额管理制度对森林生态效用的影响;4在计量分析中应注意制度测度偏误、模型变量内生性以及异方差性、截面自相关等问题。 Theoretical and empirical studies have proposed many meaningful discussions on the relationship of FLQMS and forest resources protection.Most studies have found that the protection effect of FLQMS on forest resources is not obvious.FLQMS not only fails to curb widespread deforestation but also blocks the forest operators' afforestation and forest management behaviors.Existing literature has provided valuable clues for further research,but there are still several problems left,including an incomprehensive analysis of influencing mechanism,a lack of dynamic and systematic characteristics in the evaluation of forest resources protection effect,a relatively narrow research object,and a lack of rigor in quantitative analysis method.Therefore,the article suggests that future research should:(1) deeply analyze the mechanism of FLQMS influencing forest resources protection;(2) focus on the effects of the changes and components of FLQMS on forest resources protection;(3) treat forest carbon storage and other forest ecological value as an integral part of forest resources,and explore the influence of this system on forest ecological effect;(4) pay attention to the problems in the quantitative analysis,such as system measurement errors,endogenous problems,heteroscedasticity,and autocorrelation of cross-section.
