全面深化改革背景下地方政府治理创新研究

On the Governance Innovation of Local Government in the Context of Comprehensive Deepening Reform

全面深化改革背景下地方政府面临的困境主要包括缺乏科学规范的创新理念,政府自利性和公共性角色冲突日益明显以及缺乏长远性和系统性的创新战略规划。文章认为,应从人治理念到法治理念的转变、从管制理念到服务理念的转变、从官本位理念到公民本位理念的转变、从效率政府理念到责任理念的转变等方面创新地方政府治理理念;同时以公共服务为中心推进政府转型、以优化权力结构为重点进行地方政府改革、"十三五"时期深化以简政放权为重点的地方政府治理创新进行制度创新。

Deepen reform under the background of local government is facing difficulties mainly includes lack of scientific innovation concept, the egoism of government and public role conflict is more and more obvious and the lack of long-term and systematic innovation strategy planning. This paper considers that we should improve the philosophy of the transformation of local government management innovation from the change of the concept of ruled by man to the law-based governance, regulation to service, official standard to citizen-centered and from efficiency idea of government to responsibility. At the same time, we have to take public service as the center and promote the transformation of the government, in order to optimize the local government reform which takes power structure as the focus, as well as to deepen decentralization as the focus of governance innovation of local government system innovation in the 13th Five-year-plan period.
