摘要
美国的公共住房制度一向以其悠久的历史、完备的财政金融体系和法律保障体系、多元化的社会融资方式和高效的公共住房运作模式而著称。文章对美国公共住房制度的历史进行梳理,并对其基本特征进行总结,得出启示:中国应加快向服务型政府转型,构建以市场需求为导向的公共住房运行模式;搭建公共住房融资平台,促进公共住房建设资金融通;以公平正义为基本标准,完善公共住房的准入和退出机制。
The United States public housing system has been famous for its long history, complete financial system and legal security system, diversified social financing way and efficient public housing operation mode. This paper aims at the history of the United States public housing system, and on the basis of summarizing the basic characteristics of the United States＇ public housing system to China： Service government transformation, market-oriented public housing system, financing platform of public housing, fair finance and perfect access and exit mechanism.
