青少年社会工作发展现状、问题及其推进路径探析——基于厦门市的研究

The Present Situation,Problems and Promotion of the Adolescent Social Work Based on the Research of Xiamen

随着社会管理向社会治理的转变,政府逐渐将公共服务的具体传递功能剥离,转而通过购买社会组织的公共服务等方式,继续承担提供社会福利服务的首要责任。厦门市青少年服务开展早,起点高,团委、社区居委会和青少年社会工作服务机构是负责服务传递的主体,目前存在的主要问题是缺乏整体性、系统性规划,以及整合、有效的运行机制的支撑;形成这一问题的背后存在着特定的原因,通过对问题及其成因的深入分析,有利于探索出符合厦门实际情况的青少年社会工作发展的路径,以便一方面通过专业服务满足厦门市青少年的需求,提升其生活质量,另一方面为相关政策的制定提供理论依据。

With the transformation of social management to social governance,the government is changing its specific function and continues to take its primary responsibility of providing social welfare service by purchasing public service from social institutions.The service for adolescents in Xiamen city started early and achieved a lot.The major problems are the lack of integrity of the work and systematic planning as well as the support of an integrated and effective operation mechanism.Therefore,the research is to propose an approach for the healthy development of adolescent social work through an analysis of the problems and causes so as to correct the relationship between the government and the communities and social work service institutions.Moreover,the Communist Youth League should join in the system construction to normalize the adolescent social work service and improve the ability of providing service.Finally,international and regional exchanges and cooperation will be implemented to cement the construction of social work institutions and professional recognition.
