摘要 对于悬而未决的低硫燃料标准,航运公司并不是唯一面临不确定因素的企业。有分析提出疑问,炼油厂是否也要准备生产充足的船用低硫燃料? Fuel producers may be strained to meet demand for low-sulphur bunkers by 2020 target date. Shipping companies are not the only ones facing uncertainties over pending low-sulphur fuel standards. Two separate analyses have raised questions over whether refineries are also ready to produce adequate supplies of low-sulphur fuel for ships. While vessels are already using low-sulphur fuel in waters off Europe and North America, the International Maritime Organization(IMO) is aiming for a global standard for marine fuel of 0.5% Sulphur content, down from the current 3.5% mandate. Possibly the easiest path to compliance is for ships to use marine gas oil(MGO), rather than heavy fuel oil(HFO).The shipping industry alone could account for 8% of global gas oil demand by 2020, up from about 2% currently. But the IEA is concerned about whether refiners will be able to meet this demand flip.
