Space Justice: The Important Measure of Coordinated Development of New Urbanization

空间正义就是存在于空间生产和空间资源配置领域中的公民空间权益方面的社会公平和公正,包括对空间资源和空间产品的生产、占有、利用、交换和消费。我国传统城镇化进程中,空间生产与空间资源成为资本逐利、公民空间权益和政府制度设计三方博弈的主要战场,以资本为核心、以利润最大化为导向、以地方政府片面追求GDP为特征的空间生产,必然多重损害公民空间权益。实现城乡协调发展应以"空间正义"为价值目标,以协调发展理念指导城乡发展,加强政策引导,建立公平参与的空间治理机制。

Spatial justice is a kind of social justice and fairness which in the field of space production and space allocation of resources,including the product,possess,use,exchange and consumption of space resources. In Chinese traditional urbanization process,space production and space resources becomes the main battlefield of capital profits,civil space rights and government system design. The space production which treats capital as the core,guided by the profit maximization,characterized by one-sided pursuit of GDP of local government,must cause damage to the interests of civil space. The paper argues that in order to realize the coordinated development of urban and rural areas,efforts should be made to follow the value target of 'space justice',guide the urban and rural development in the conception of coordination,strengthen policy guidance,and establish space governance mechanism of equal participation.
