摘要 为丰富流域生态补偿模式,针对南水北调中线工程水源区横向生态补偿问题,以联合生态工业园在水源区生态补偿中的作用机制为着力点,结合水源区实际特点,系统而全面地探讨了基于联合生态工业园的水源区横向生态补偿模式的内涵、必要性、作用机理、存在的局限性及其运行机制,并从制度保障、政策设计、运行模式等方面提出了水源区和受水区共建联合生态工业园的对策。研究成果为流域横向生态补偿提供了新思路。 In order to enrich ecological compensation mode of the watershed,aiming at the problems of lateral ecological compensation in water source areas of the South-to-North Water Transfer Project,focused on the action mechanism of eco-industrial park in ecological compensation of water source areas,and combined with the actual characteristics of water source areas,the connotation,necessity,action mechanism,limitations and operation mechanism of lateral ecological compensation based on combined eco-industrial park are discussed.In addition,countermeasures to build combined eco-industrial park jointly for water source areas and water receiving areas are put forward from the aspects of system guarantee,policy design and operation mode.The study will provide a new idea for lateral ecological compensation of the watershed.
