共青团组织去行政化和强化基层建设改革略论

Discussion on De-administration of Chinese Communist Youth League Organizations and Consolidation of Construction and Reform at Basic Levels

共青团是党领导下的青年群众组织,以服务青年为宗旨。但由于团的领导机关被编入党政机关序列,团干部参照国家公务员法进行管理,致使整个团内出现了"强机关、弱基层"的现象,中央和地方各级团委也不同程度地存在行政化、机关化、贵族化和娱乐化的作风,工作脱离了青年群众。为贯彻党的群众路线教育实践活动精神,整顿机关"四风"问题,应对新常态,有必要对共青团组织的去行政化和强化基层建设问题做进一步探讨。

The Chinese Communist Youth League（the C.C.Y.L.） is an organization among the youth, which is led by the Chinese Communist Party and aiming at serving the youth. Due to the leading organs of the C.C.Y.L. are classified into the category of government and Party organs, and cadres of the C.C.Y.L. are managed according to the Act of Government Functionary, there has been the phenomenon of＂strong organs with weak basic levels＂. Both central and local committees of the C.C.Y.L., whose work is separated from the people, are showing the trend of administration, organ, nobility, and entertainment to different degrees. We should make further studies on de-administration of Chinese Communist Youth League organizations and consolidation of construction and reform at basic levels, so as to implement the spirit of the Activity of Education and Practice Based on People＇s Routine conducted by the Chinese Communist Party, to solve the problems of＂Four Types of Corruption＂, and to react to the new normality.
