我国行政问责中的公民参与问题及对策研究

On the Problems and Countermeasures of Citizens' Participation in Administrative Accountability in China

现代政治生活中,民主成为不可避免的趋势,公民参与政治生活成为体现这一趋势的重要内容。行政问责是在民主前提下的监督制度,需要公民的有效参与。现阶段,我国公民参与行政问责的过程中,存在着公民参与政治生活时素质偏低、公民参与问责渠道受阻、公民的监督权和及时知情权得不到保障等问题。分析我国行政问责中公民参与存在的问题,并提出相应的对策,有助于公民有序、有效地参与行政问责,从而推进我国行政问责制度的发展。

In modern political life, democracy has become an inevitable tendency and citizens＇ participation in political life has become an important content to embody the tendency. Administrative accountability is a supervision system taking democracy as premise, which demands citizens＇ effective participation. Currently, there are some problems in the process, such as citizens＇ showing low quality when participating in political life, the channels for citizens＇ participation in accountability being blocked, citizens＇ rights to supervise and to know the truth in time not being guaranteed, and so on. We should analyze the problems in citizens＇ participation in administrative accountability and put forward some countermeasures, which will be helpful for citizens to participate in administrative accountability with order and effect, so as to promote the system of administrative accountability to develop well.
