Recognition and Considerations on the Public Interest in Public Management Activities

从传统公共行政时期开始,公共管理的发展历经了新公共行政时期、新公共管理时期到如今的新公共服务时期。尽管不同的历史时期对公共利益的认识大不相同,但毫无疑问,公共利益是政府管理的正当性理由。特别是在现代公共管理活动中,公共利益作为核心目标,既是现代公共管理伦理的价值基础,又是保障社会公平不可或缺的根基,实现公共利益最大化已成为现代公共管理的根本宗旨。

Beginning with the period of traditional public administration, public management has developed from the period of new public administration to the period of new public management, and finally, the current period of new public service. Though people have different recognition on public interest in different historic periods, it is certain that public interest is the legitimate reason for governments to conduct administration. Especially in modern public management activities, public interest, as the goal, is not only the value basis of modern public management ethics, but also the indispensable foundation for us to guarantee social justice. It has been our basic purpose to realize maximized public interest in modern public management.
