摘要
新型城镇化的快速推进为义务教育发展与改革带来了机遇与挑战,面对大量流动人口的教育需求,大城市需要综合统筹提升义务教育资源承载力予以应对,对其教育资源承载力的深入思考也有重要的现实意义。在这一过程中,城市教育资源承载压力作为一种客观状态,对其进行概念和学理分析有助于全面了解城镇化下教育资源与学龄人口之间的矛盾。而所谓大城市义务教育资源承载力,就是在一定时期内,在不降低已有教育资源水平前提下,义务教育学段的教育人力、物力和财力资源,对义务教育学龄人口最大数量的支撑、承受能力或限制、约束程度。
New urbanization rapid development has brought both opportunities and challenges for compulsory education development and reform,in the face of the educational needs of a large number of floating population,big cities need to co-ordinate a comprehensive promotion for compulsory education resources carrying capacity asa respond,the profound thinking of the bearing capacity of its educational resources also has important practical significance. In this process,as an objective state of bearing pressure of city education resources,the analysis of concept and theory will help us to understand the contradiction between education resources and school-age population under the urbanization background. However,the compulsory education resources carrying capacity of so-called big cities is that in a certain period of time,under the premise of not reducing the existing level of educational resources,the compulsory education school education manpower,material resources and financial resources support the maximum number of compulsory education of school-age population,withstand capabilities or limitations and constraints.
